The socio-economic situation was so deteriorated by the civil war. The country was emerging from an economic embargo that had so weakened its economy. The Burundian currency, which was devaluing more and more, thus led to soaring food prices. A sort of anarchy had settled in the secondary schools and at the University of Burundi where the students made the law. Corruption was becoming institutionalized in the country. While some lost their possessions and theirs, others grew rich
